What truth came out in our investigation?
While investigating the matter, we found a tweet from the Chief Electoral Officer of Tripura. It was written in this tweet – This information is completely incorrect and misleading. 1-Within the West Tripura parliamentary constituency, there have been some polling stations where there are a large number of polling officers EDC (Election Duty Certificate) Voting took place in those centers where the voting percentage was more than 100%.

His next tweet reads – Please note that EDC allows election officers to vote at any polling station in their parliamentary constituency.

This tweet was accompanied by a press release explaining the complete mathematics of more than 100% voting in some polling booths. Which is like this –

Polling Station – Ward No. 44 of 10 Majlispur Assembly, 1-West Tripura

the total number of voters 545
votes were cast

498

voting percentage

Ballots cast under an Election Duty Certificate (EDC) 68

EDC percentage

So the percentage of total voters + the percentage of votes cast as EDC

103.85

Polling Station – Ward No. 44 of 5 Kayerpur Assembly, 1-West Tripura

the total number of voters

1290

votes were cast

1053

voting percentage

Ballots cast under an Election Duty Certificate (EDC) 7

EDC percentage

0.54

So the percentage of total voters + the percentage of votes cast as EDC

82.17

Polling Station – Ward No. 25 of 5 Kayerpur Assembly, 1-West Tripura

the total number of voters

840

votes were cast

So the percentage of total voters + the percentage of votes cast as EDC

87.97

Polling Station – Ward No. 38 of 2 Mohanpur Assembly, 1-West Tripura

the total number of voters

452

votes were cast

429

  • It is clear that the claim of more than 100 percent voting in Tripura West Constituency is a glitch in the electoral process including EVM is completely wrong and misleading.
  • In some polling booths, where the turnout appeared to have increased, this was due to votes cast under the Election Duty Certificate (EDC) process.

What is the difference between a Certificate of Election Duty and a Postal Ballot?

A Certificate of Election Duty is issued to those election workers who serve in a polling booth in their own parliamentary/assembly constituency. Such employees can cast their vote from the polling station where they are posted. On the other hand, under postal voting, such polling personnel who are posted somewhere other than their parliamentary constituency/assembly constituency can vote.
