The state provides citizens and legal entities with equal conditions for the protection of land ownership rights. The owner of a plot of land or a user of land can demand the removal of any violations in his rights to the land, even if these violations are not related to the deprivation of the right to own the plot of land, and compensation for the compensation and caused. Bodies of executive power and bodies of local self-government, without a court decision, have no right to interfere with the exercise of the owner’s powers regarding the occupation, use and disposal of the plot of land belonging to him or to establish additional obligations or restrictions which are not provided for by legislative acts.

Executive power bodies and local self-government bodies are responsible for the damage caused by their unlawful interference in the way the owner exercises powers regarding the occupation, use and disposal of a plot of land.

If an executive authority or local self-governing body issues a deed that violates a person’s rights to own, use, or dispose of a plot of land that belongs to them, such a deed is considered invalid.

Damages caused to the owners of plots of land as a result of recognizing these actions are subject to full compensation by the body that promulgated the act.

Land disputes are resolved by courts, local self-government bodies, and the central executive body, which implements state policy in the field of land relations.

EXCLUSIVELY the court resolves land disputes regarding the ownership, use and disposal of land plots owned by citizens and legal entities, as well as disputes regarding the delimitation of the territories of villages, towns, cities, districts and regions.

Local self-government bodies resolve land disputes within settlements regarding the boundaries of plots of land owned and used by citizens, and citizens’ compliance with good neighborhood rules, as well as disputes regarding the delimitation of area boundaries in cities.

The central body of executive power, which implements state policy in the field of land relations, resolves land disputes regarding the boundaries of land plots outside settlements, the location of restrictions on the use of land and land services.

In case of disagreement between land owners or land users with the decision of local self-government bodies, the central executive body that implements state policy in the field of land relations, the dispute is resolved by the court.

In the pre-trial procedure, local self-government bodies and the central body of executive power consider land disputes, which implement state policy in the field of land relations.
