The European Parliament and the Council have reached a preliminary agreement on updated rules for reducing, reusing and recycling packaging. According to the European Commission, the new measures, known as the Regulation on Packaging and Packaging Waste (PPWR), will increase the safety of food products and promote the circular economy.
The agreement, which must be formally approved by Parliament and the Council before it comes into force, sets targets for packaging reductions of 5% by 2030, 10% by 2035 and 15% by 2040 .It also requires EU countries to reduce, in particular, the amount of plastic packaging waste.
Under the agreement, a number of different single-use plastic packaging formats, including packaging for unprocessed fresh fruit and vegetables, will be banned from 1 January 2030.
Negotiators agreed that all packaging must be recyclable, meeting strict criteria to be defined by secondary legislation. Some exceptions are made for light wood, cork, textiles, rubber, ceramics, porcelain or wax.
Other agreed measures include a minimum recycled content for any plastic part of the packaging; minimum recycling targets according to the weight of packaging waste produced and increasing recycling requirements.
