Saskatchewan Teachers Federation (STF) president Samantha Backot is scheduled to speak about a proposal recently received from the province — which presents a potential end to Saskatchewan’s nearly year-long education labor dispute with educators.

The STF revealed on Wednesday evening that the district has released its “final proposal” which will go to members for a vote.

The proposal includes a three-year agreement, a salary increase of three percent in the first year, three percent in the second year, and two percent in the third year with retroactive salary until September 2023.

In addition, the proposed transaction will include reference to the accountability framework described in the memorandum of understanding between the district, STF and the school boards.

Educators remained adamant class size and complexity was their top concern — an issue the district has repeatedly refused to address at the bargaining table — leaving the issue for school divisions to deal with.

The offer comes after both sides agreed to return to negotiations on April 12 after not sitting down for talks since February 13.

Saskatchewan teachers have been without a contract since August 2023, with initial bargaining beginning in May 2023. The STF declared impasse in October and February.

The work action – which officially began in mid-January – included one-day strikes, the cancellation of lunchtime supervision and the cancellation of activities outside of school.

Recently, the STF announced a “work to control” industrial action, which the federation said would be in place until talks resume.

The district’s announcement detailed the terms of the tentative agreement, which is intended to provide stability to the education sector.

“The GTBC feels this is a fair and reasonable agreement that will benefit the students, teachers and families of Saskatchewan,” the statement said.
