Patna High Court instructions for monitoring: soon complete the investigation in the case of reinstatement of 1100 assistant professors, advertisement published in 1997 Achi-News

The Patna High Court ordered to follow up the case of reinstatement of assistant professors in Bihar universities. The court issued a 15-page verdict on Saturday. The case relates to the reinstatement of 1100 assistant professors in 1997, when Vinod Chandra Pandey was the Governor of Bihar. During his rehabilitation, he was transferred to Arunachal. M. Rama Jois then became the new Governor of Bihar. Rama Jois then made a conditional appointment. At that time, only Bhagalpur University sent requisition by Bihar University Service Commission (AWG) that it needs 29 Assistant Professors, other universities did not send the requisition. The governor asked the Bihar government to investigate the investigation. FIR filed vigilance case number 1/2004. Sardar Devnandan Singh, Acting Chairman of the University Service Commission, was accused in the FIR. Along with this, a case was also registered against 8 others. Syed Abdul Bahawa Ashrafi was then the Chairman of the University Service Commission. A case was registered against Shamshad Hussain, Durga Prasad, PK Prabal, Himanshu Prasad Singha and others.The case was registered by the Deputy Superintendent of Police, Police Station, Patna.A preliminary inquiry was conducted and a charge sheet was filed on 7 January 2006. Sub-Inspector of Police Manju Jha filed a report. Chargesheet against Sardar Devnandan Singh, Mukush Kumar Singha, Durga Prasad (deceased), Jagannath Prasad Earlier on November 25, 2004, a chargesheet was filed against Dr. Syed Abdul Bhab Ashrafi. Due to a dispute over the ratio of marks, the interview was banned in 1998. For this restoration, in 1997, the Service Commission of Bihar University (the constituent university), Patna, announced the recruitment of an Assistant Professor in 46 subjects under Advertisement No. 2/97 Advertisement came for appointment. The interviews started from December 97. Due to a dispute over the ratio of scores, interviews were banned in May 1998. Up to Ashrafi’s time, 9 subjects were interviewed. The remaining 22 subjects were interviewed during the tenure of Dr. Shamshad Hussain. The tabulation work was done by Chairman SDN Singh in 2001-2002 and the final examination result was published. Recommendations were also sent to universities. When the controversy arose, the Bihar government ordered a follow-up inquiry on the recommendation of the then Governor Vinod Chandra Pandey. But Vinod Chandra Pandey was sent to Arunachal. In his place, Jois was appointed the new governor of Bihar. On June 24, 2003, a commitment was made and an appointment was made. Then the VC of Bhagalpur University said that we have given a demand for 29 posts, but the list of 129 selected assistant professors has been sent. The university asked for a final list of 29 candidates under subject and order, but eventually had to restore 129. Within a short time, 1100 assistant professors were appointed in Bihar universities. Relatives of high-profile individuals were reinstated to this position. Sushil Modi and Sanjay Paswan’s wife, SHBS’s sister, the daughter and son-in-law of the Acting University Commissioner, SDN Singh, etc., were reinstated. Instructions for early disposal: On 06.07.2022 the trial court dismissed the petition related to this. CRWJC -288 /2023 discussed in the High Court. Senior advocate Jagannath Singh argued on behalf of petitioner Madhu Sharma. After the hearing, Justice Vivek Chaudhary gave the verdict on April 19, 2014 which was delivered on Saturday. The judge directed the surveillance to conduct further research and to file charges against the missing persons in the case. The Vigilance Court ordered that the time period from 2004 to 2024 should be canceled as soon as possible. In the whole matter it became clear that the members of the committee resorted to illegal and arbitrary methods.
