With focus on political donations following the scrapping of the electoral bond scheme, former Chief Election Commissioner SY Qureshi on Wednesday advocated setting up a national fund. in which donations can be given to corporations and then distributed among the parties in relation to their performance in the last elections.

Qureshi said that instead of giving money to elections, funding political parties would be a better option. In this way it is possible to take care of the organizational needs and the political activity of political parties. In an interview to PTI, Qureshi said, when the electoral bond scheme was launched in 2017, it talked about transparency. But it destroyed the transparency that was there till then. Qureshi was the Chief Election Commissioner between July 2010 and June 2012.

The former Chief Election Commissioner said, if you remember, the then Finance Minister Arun Jaitley started his speech very nicely. He said that without transparency of political donations, free and fair elections are not possible. It was like music to our ears because that’s what we said. His second statement was as good as we haven’t been able to achieve this transparency in the last seventy years. We hoped that his third sentence would be that we are going to achieve transparency and we will.

Qureshi also said, what they did was cancel all the transparency that existed until then. The transparency that existed was that every donation of more than Rs 20,000 was reported to the Election Commission. According to him, there is no problem to replace cash transactions with banking as part of the election bonds. But he does not agree that the donors want confidentiality because they fear reprisals.

He said, I’m asking this. In the last seventy years, donors donate only to parties that won and lost elections. Qureshi said no one complained about retaliation. I ask BJP, have you taken any retaliatory action against Congress donors or has Congress taken any retaliatory action against your donors? Never. Very smart and smart donors and donors to all parties.

He said, I’m glad the Supreme Court declared the electoral bond program unconstitutional. As you can see there are a lot of skeletons coming out of the closet. My position is that the skeletons will continue to emerge. There will be a lot of information, but don’t get into a post-mortem of everything. Emphasizing the need for reforms, Qureshi said that the country has now returned to the situation of 2017-18, when no one knew where the money was coming from.
