The Central Government on Thursday announced that the District Magistrates (DMs) of all states and Union Territories will act themselves as Deputy Custodians of enemy property in the areas under their respective district jurisdictions. They will fulfill their obligations under the Enemy Property Act.

In a notification, the Union Home Ministry said that Subordinate Magistrates (SDMs) of States and Union Territories will serve as ex-constables of the areas under their jurisdiction. According to the notification, an Additional District Magistrate (Revenue) will himself act as the Deputy Custodian of Enemy Property for the areas falling under the jurisdiction of the National Capital Territory of Delhi.

Similarly, Deputy Secretaries posted in the branch offices of the Custodian of Enemy Property at Mumbai, Kolkata and Lucknow will work as Deputy Custodians of Enemy Property himself for the areas under the jurisdiction of the respective offices. The release said that all these officers will work under the directions and supervision of the Custodian of Enemy Property for India and will carry out their obligations under the Enemy Property Act, 1968.

Most of the property left behind by people who took citizenship of Pakistan and China between 1947 and 1962 is known as enemy property. India included these assets under the ‘Custodian of Enemy Property for India’, an office set up under the Union Ministry of Home Affairs. The Enemy Property Act was enacted three years after the 1965 Indo-Pakistani war to regulate such assets.

There are a total of 12,611 establishments called enemy properties in the country, valued at over Rs 1 lakh crore.
