Even in India it is possible for private companies to develop such capabilities. However, this will only be possible when the government encourages private companies. NASA shares some of its technology with SpaceX, which allows them to develop faster. This is why SpaceX is so advanced.

Somnath said two companies are also operating in India – Skyroot Aerospace and Agnikul Cosmos. These companies have already tested launch vehicles. We are excited to see India progress. This is an interesting one.
