In the year 1977 Ch. Devi Lal was the CM of Haryana. A debate started at PGI Rohtak regarding the differentiation between urban and rural staff. The doctors and nurses who came from the village were not looked upon favourably. The dispute escalated so much that even fights started to happen. One day many city staff beat the doctors and nurses who came from the village. Many doctors and nurses were injured. The matter began to take on a political colour.

The offended doctors and nurses decided to meet Devi Lal.
