New Delhi (June 11): After the Bharatiya Janata Party (BJP)-led NDA government was sworn in, Prime Minister Narendra Modi distributed portfolios to 71 ministers on Monday. 30 Cabinet Ministers, 5 Ministers of State (independent charge) and 36 Ministers of State have been made in the Modi government. There are three types of ministers appointed in government. These ministerial positions are given various responsibilities and rights.

There are three types of Cabinet Minister – Cabinet Ministers, Ministers of State with independent charge and Ministers of State. The question arises what is the difference between these ministerial positions and what is their role.

Cabinet Ministers have the most power in the Union Cabinet. The second category includes Ministers of State (Independent Charge) whose powers are slightly less than those of Cabinet Ministers. After this, in the third category are the Ministers of State, whose powers are less than those of other Ministers.

After the prime minister, more power goes to cabinet ministers

After the Prime Minister, the most powerful ministers in the central government are the Cabinet Ministers who report directly to the Prime Minister. Cabinet ministers can be assigned more than one ministry and have full responsibility for them. This minister should be compulsorily present at the cabinet meetings where the government makes important decisions. Experienced MPs are usually given a cabinet ministry.

A second tier minister with independent charge of the department

After the Cabinet Minister comes the Minister of State (independent charge). Ministers in this category report directly to the Prime Minister and are independently responsible for the department assigned to them. This type of minister is fully responsible for the ministry. Ministers of State (Independent Charge) do not attend Cabinet meetings but if necessary, they can present their views at these meetings.

Ministers of State are assistants to Cabinet Ministers

The third class of ministers are the ministers of state. Ministers of State are actually counterparts to Cabinet Ministers. They report to Cabinet Ministers, not the Prime Minister. Usually, depending on the size of the ministry, one or two ministers of state are appointed under a cabinet minister. Many departments are included in the larger ministries such as Home, Finance, Health, Education. Out of these various departments are entrusted to the Minister of State.
