Haryana’s 2001 batch IPS officer Y Puran Kumar has written a letter to Chief Minister Naib Saini regarding this. In this regard, he has stated that the reason why the promotion was illegal was the permission of the Finance Department to disregard the guidelines of the Union Home Ministry.
