During the Code of Conduct for Lok Sabha Elections, the Jail Department issued a tender from NAFED for purchase of food items. The supply contract is given to a company from Uttar Pradesh. In this, the prison instructions and conditions were not met. The agency also charges higher prices without subsidy

.

The government incurs a loss of crores of rupees due to this. Because the central government subsidizes grains. Grain is available at a subsidy of Rs 2900 per quintal. However, the jail department bought it at Rs 4350 per quintal by paying Rs 1450 more. Chana dal worth Rs 6,000 per quintal was bought for Rs 8,300. Auctions and buying and selling are strictly prohibited during the code of conduct. Even after that, a tender was issued and the contract was won.

The central government subsidizes not only rice but also gram dal, moon dal and flour. Rice subsidy is available for Rs 2900, gram dal for Rs 6000, moong dal for Rs 10700 and flour for Rs 2750. Even then purchases were made in jail without subsidy. NAFED also charges two percent for this. Similarly, jaggery is purchased at Rs 5100 and tea leaves at Rs 32,400 per quintal. Earlier tea leaves were bought for Rs 21,000. Wheat was purchased at 2700 rupees.

Buy a 3 month dose together

According to the prison manual, a ration is provided daily or for 7 days only. A portion for two or three months is never purchased at once. A portion was only purchased for a maximum of seven days. Because there is a fear that the dish will spoil. But for the first time a three-month portion was purchased at once.

This also includes materials that spoil in the summer. A ration is purchased for 18 thousand prisoners living in 33 districts of the country. The amount of food and snacks for them is fixed in the prison manual. Similarly, it is also decided which legumes and vegetables to give them on which day. The officers did not purchase Arhar Dal against the jail rules.

Three companies are needed in the tender

According to the rules, every time the prison department issues a tender, it is necessary for at least three companies to participate. Only the one with the lowest rate gets the supply contract. This contract is for one year. The cops didn’t even follow that rule. The contract was awarded to a company from UP through a secret tender within the code of conduct.

Food businessmen Mahesh Ahuja and Pritek Jain said they still supply food items to the jail. His auction is not over. They had to supply grain for another three months. But the Jail Director General Rajesh Mishra, who was posted on a contract, advertised the tender against the rules. Whereas only the Superintendent has the right to make purchases in the Jail. DG cannot make purchases. A complaint was made to the Home Minister and the State Human Rights Commission about this.

Complaints were received about irregularities and quality in the purchase allowance in prison. It was investigated. Strict measures will be taken against those found guilty.
Vijay Sharma, Home and Prisons Minister
