GUWAHATI: The Election Commission of India (ECI) has notified the category of electors eligible for postal voting as absentee voters in essential services for the upcoming general elections to the Houses of the People and the Legislative Assemblies of Andhra Pradesh, Arunachal Pradesh, Odisha, and Sikkim, 2024. Additionally, by-elections in 26 regional Assembly elections in 13 countries are also included in this announcement.

The ECI notification, dated March 19, 2024, under section 60(c) of the Representation of the People Act, 1951, identifies various categories of essential service employees who are eligible for postal voting while on duty on polling day. This measure is intended to facilitate the voting process for people employed in critical services who may not be able to visit the polls due to their work commitments.

Among the categories mentioned in the notice as far as Assam is concerned, one can name engineers at the field level and employees of the Public Health Engineering Department, health workers engaged in elective medical and emergency services, personnel related to ambulance services, fire and emergency services. , Traffic Police, Jail Staff, Civil Defence, Home Guards, Emergency Operation Center Staff, Information Assistants, Election Commission of India Licensed Communications Personnel, Electricity Distribution Company Employees, Assam State Transport Corporation Long Distance Services, Sector Employees Telecommunication and Transport including BSNL, Railways, Aviation and Shipping.

In addition, each department is required to appoint a "Officer Kotter" Responsible for overseeing the mail ballot facility and informing eligible voters about the process.
