Ms Reeves must use that statement to ensure the Scottish Government has the “funding we need” for work to reduce child poverty, tackle climate change and improve public services, Ms Robison insisted.

The issue arose before a debate in Holyrood indicating what the Scottish Government’s priorities will be for the UK Budget.

Speaking before the debate on Tuesday, Ms Robison was clear: “The Autumn Budget is an opportunity for the Chancellor to prioritize investment over spending cuts.”

He referred to economists, including: Professor Mariana Mazzucato; and Professor Sir Anton Muscatelli, principal of the University of Glasgow; as some have warned that “underinvestment” by the UK Government has led to a “vicious cycle of stagnation and decline”.

As a result, the Finance Secretary insisted that a “change of direction” is needed when Ms Reeves sets her Budget.

Ms Robison said: “I am calling on the UK Government not to repeat the mistakes of the past, providing the funding we need for our core missions of ending child poverty, building prosperity, improving our public services and safeguarding the planet.”

He added: “I am prepared to work with the Chancellor to achieve this goal.”

His comments came after Ms Reeves used her speech to the Labor conference to try to strike a more optimistic tone about the UK economy after months of depressing messages.

However, Monday’s speech followed a bitter row over the Chancellor’s decision to make winter fuel payments means-tested, meaning millions of pensioners across the UK will not receive the payments – worth up to £300 – this winter. this.

Ms Reeves insisted the “Tory legacy” the Labor Government had inherited would mean “difficult decisions”, but said: “I will not let that reduce our ambition for Britain.”

She also promised there would be “no return to austerity”, with the Chancellor saying: “Conservative austerity was a devastating choice for our public services and for investment and growth too.”

He said he would present “a budget to rebuild Britain”, saying it would be “a budget with real ambition, a budget to lay the foundations, a budget to deliver the change we promised”.

A spokesman for HM Treasury said: “The Chancellor has been clear that the reward for bringing stability to our economy is investment and well-paid jobs that make every part of the country is better off.

“We have been honest about the state of the public finances we have inherited, but we are acting to rebuild Britain on the basis of our fundamental strengths, including our world-leading renewable energy and services sectors.”
