.

Now the biggest question amid the confusion of the candidates is about the Bihar Police investigation. Will the Bihar police manage to expose the mafia that prepared Munna Bhai in the country? Dinik Bhaskar’s investigative team tried to find answers to many such questions being raised all over the country after the Bihar Police action.

Know Bihar Police NEET Exam Entrance

On May 5, 2024, the National Testing Agency conducted the NEET test simultaneously across the country. Before the examination, the Patna police had entered on May 5 itself. Acting on an intelligence input, the police of Shastri Nagar police station in Patna seized a white car with Jharkhand number plate from Bailey Road.

Sikandar Yadavendu of Samastipur, Akhilesh Kumar of Danapur and Bito Singh of Rohtas in the car confirmed the police input. During the search, the police recovered 4 admit cards of NEET examination from the car.

This admit card belonged to Abhishek, Shivnandan Kumar, Ayush Raj and Anurag Yadav. During the investigation, Sikandar Yadondu told that some of our candidates are appearing for examination in various centers in Patna. We made arrangements from the center through Rocky, Nitish, Amit Anand and Sanjeev Singh.

Inspector Amar Kumar of Shastri Nagar police station filed the case himself as the plaintiff.

Patna police is becoming a tough task for NTA

Patna Police took major action on May 5, NEET exam day and exposed the NEET exam scam. A case of paper theft has been registered at the Shastri Nagar police station in Patna. The Economic Offenses Unit has opened an investigation.

It was a test conducted for doctors in Israel, and hence the investigating office first demanded the question paper from the National Testing Agency, the agency that conducts the test, so that it could be matched with the question papers collected from the police.

At the same time, we requested the details of those 11 candidates from the N.T.A., whose roll code is with the determiner. The action of the Bihar Police has become a thorn in the neck of N.T.A.

Despite repeated demands, NTA did not hand over the original question paper to the Economic Offenses Unit. However, after the reminder, the National Testing Agency has given the details of 11 candidates.

Bihar Police can expose fraud in NEET exam with the help of these 11 candidates. However, the police are put under absolute pressure regarding the question paper from the NTA, so that they can prove whether the paper has been issued or not.

Now you will know the power of the police

NEET exam is controversial in many ways. It started with a case registered in Patna regarding issue of paper and the matter moved from forged marks to Supreme Court through Patna High Court. Now the whole matter is pending investigation by Patna Police.

In such a situation, Dinik Bhasker’s investigation team talked with experts and found out whether the police would be able to reveal a large disclosure even after the National Security Agency and the Minister of Education gave a thumbs up?

Former DGP of UP said- Big scam in Bihar

Former DGP of UP Dr. Vikram Singh called NEET exam a big scam. Former DGP’s question is why 1563 candidates got grace marks? Is it an internal exam?

Grace marks are given in internal exams only. It’s an all india exam, how can it be done? NEET is one such exam where two thousand students have one number.

The crime will be drowned in the noise of the Lok Sabha elections

Former UP DGP Vikram Singh says NTA played a big game. Bihar police will expose this scam. If there was no fraud, the test results would not have been released even after they were set on June 14, the day the Lok Sabha election results were declared across the country.

It was a well thought out plan, the results were brought on the day of the Lok Sabha election results, so that the whole game was safe. Vikram Singh says that the reason behind publishing the result before is fraud.

Former DGP says such darkness was never seen. When there is a schedule then why is it done? Now the question is, where earlier one or two kids got 720 marks, now from where 68 kids got 720 marks.

NTA also did not clarify which NCERT book will be used, new or old. English medium leaflets were distributed in Hindi medium newspapers. What is it and what do you do with the future of the country. All this fraud is fraud.

An attempt to suppress the case, CBI will be able to reveal

Former UP DGP Vikram Singh says every effort is being made to suppress the Bihar case. Failure to cooperate with the police in the investigation raises questions about the role of the NTA. This matter will be clarified only in the CBI investigation.

Apart from that, they will not cooperate with other investigative agencies and the case will be unnecessarily dragged out, so that no results will be found.

From the investigation so far it seems that apart from CBI no talks will be possible with any investigating agency. Because, the credibility of NTA has become zero. However, NTA should not besiege misconceptions that non-cooperation in the investigation is also a crime.

Vikram Singh says, if the fraud is not exposed this time, the country and the society will suffer a big loss. Mona Bhai and Mona Didi will be seen in the hospital. If Mona Bhai and Mona Didi are brought with such fraud, then our society will be destroyed. It will spread like a mite in the country and society, because of which everyone will have to suffer the consequences.

Now know the power of the police in such a case

Regarding the rights of the police in such cases, Dinik Bhaskar constituted a panel of two former DGPs of two states. Former DGP of UP Vikram Singh and former DGP of Bihar Abhayanand were included in this.

The two officers understood the whole matter and also tried to explain the rights of the police to see if the Bihar Police could uncover any significant revelation. The former DGPs of the two states who were included in our panel were of the same opinion.

According to him, we are continuing the investigation with all the power and rights granted by CrPC. Not only NTA but also the court set an example by issuing such records.

Know from our expert what Bihar Police can do now..

  • Any investigating officer has full authority to summon anything.
  • A supervisor can call the director of N.T.E. NTA is committed to providing everything that is requested.
  • It’s not that TA said we won’t come.
  • The investigating officer can also summon because in such a case the punishment is more than 7 years.
  • The investigating officer has full authority to summon the director of the National Testing Agency. Not only that, if he does not come, the investigating officer can also go to Delhi and arrest him.

Bihar Police honored N.T.E

Vikram Singh says there was an allegation about paper being issued in Patna. The detainees also gave confessional statements. The investigating office sent a summons to the NTA, but the cooperation in the investigation was not given properly.

The Bihar police respected the NTA director, otherwise the police could have come to Delhi and made demands from there. If you hadn’t given it, you could have stopped her right there.

X DGP said- NTA is in misunderstanding

Former Bihar DGP Abhiyanand said, non-cooperation in the investigation is a big mistake. If NTA does not provide the documents to the investigating agency then the police have the legal right to remove the papers.

An FIR and 13 arrests were also made in Patna. The matter is being investigated by the Economic Offenses Unit. Now we are talking about an investigation and a trial, whatever documents the NTA has, they will have to be produced legally.

So it was, the papers were taken from the court.

Former DGP of Bihar, says Abhiyanand, such a serious case came before him, where he set an example by demanding documents from the court under Section 91 of CrPC. He was posted as Nalanda SP at that time. One case happened on fake bail, in which an FIR was registered.

In this serious case, the complainant himself was the District Magistrate and the CJM became the accused. Usually no one is able to muster up the courage to demand anything from the court. I invoked section 91 of CrPC as per law.

The CJM then had to give the documents. This was a much talked about example. Bihar police has done the work of this label, if they want, they can also inform NTA under section 91 and take out all the documents.

Those responsible can also be caught in the Evidence Act

Former Bihar DGP Abhayanand says NTA can be seized under law. Because a case was registered and the accused who were arrested also gave some clues. This is a very serious issue that worries future doctors.

Therefore, NTA must cooperate fully in this. As for the arbitrariness of the NTA, the police can complete the investigation by issuing a notice under 91 CrPC. Failure to respond to a Section 91 notice may lead to legal action.

If NTA does not respond even under 91 CrPC, then police can also go under Evidence Act. She can tell the court that NTA is profiting from not providing the relevant records. It turns into a prison. This is also mentioned in Article 114 of the Evidence Act.

Rights given to such people

Former DGP of Bihar, Abhayanand says the power is also given in law so that if someone acts arbitrarily, legal action can be taken against him. It is not necessary for any officer to send a notice under Section 91. The IO of the case can send the notice directly. No court approval is required for this.

Two important points in the Bihar Police investigation

The Economic Offenses Unit, which is investigating the paper leak in the NEET exam, has two main reasons for exposing the issue. The first is the investigation of those whose roll code the police found during the investigation. He is a resident of Bihar. The police will now inform them and investigate them.

The second point is question paper matching. If NTA provides the question paper to Bihar police then police will find out that too. However, sources related to the Bihar Police say that the whole matter will be revealed only from the information provided by NTA about the candidates.

This means that now the scam of making fake doctors will only be exposed in the statements of 11 candidates. Experts say that the issue of the paper leak has been suppressed, but when the NEET circled the marks of the NEET candidates, the issue of the Bihar paper leak again came into the discussion. Sources say the Bihar Police has again become active, now in full detection mode.
