Bhubaneswar: The results of the Lok Sabha elections were declared early this week. Meanwhile, Shiv Sena candidate Ravindra Waikar and Ravindra Narayan Behera of Bharatiya Janata Party (BJP) were losing in the EVM vote count. But the picture changed when the postal vote count came out. It can be seen that they are moving forward leaving other competitors behind. In the end, Waikar won from Mumbai North West constituency in Maharashtra and Behera from Jajpur constituency in Odisha.

Postal Vote:
Postal ballots are used to vote for government employees who are away from their polling stations on business and are on election duty. Not only that, but it is also used in the case of votes from prisoners.

During the 2019 Lok Sabha elections, postal votes were counted about 30 minutes before EVM counting. That is, the process of counting of postal votes would have been completed before the counting of the EVMs began.

But then the Electoral Commission changed this rule and issued guidelines. The number of postal votes increased after the introduction of the Electronically Transmitted Postal Balloting System (ETPBS) and the mandatory counting of VVPAT slips at five randomly selected polling stations. By May 18, 2019, the commission directed Chief Electoral Officers that EVM counting can continue irrespective of the stage of postal vote counting.

Ravindra Waikar:
Rabindra Waikar defeated his nearest Shiv Sena (UBT) rival Amal Ganjanan Kirtikar from North West Mumbai Maharashtra seat by just 48 votes. This was the lowest margin in the state.
Kirtikar led the counting of EVM votes throughout the day. But as the calculations progress, the picture begins to change. In the end there was only a margin of one vote – Kirtikar got 451095 votes and Waikar got 451094 votes.
Then comes the turn of the postal vote. According to ECI, Waikar got 1550 votes. And Kirtikar got 1501 votes. This is how Waikar won. However, Shiv Sena (UBT) has said that it will challenge this result in court.

Rabindra Narayan Behera:

The EVM count showed that BJP’s Rabindra Narayan Behera got 496 votes less than his nearest rival Biju Janata Dal (BJD) candidate Sharmishtha Shetty. Nevertheless, he won. Actually in the postal vote Behera got 5280 votes and Sethi got 3224 votes. As a result, Rabindra Narayan Behera won.
