Haryana CEO IAS Pankaj Aggarwal.

The Election Commission of India (ECI) has come to the notice of 18 HCS Returning Officers (RO) officers doing duty in the Haryana Assembly elections. Haryana Chief Electoral Officer (CEO) IAS Pankaj Aggarwal has sought clarification from the government on this issue. The Chief Executive Officer

.

His complaint had reached the Election Commission of India (ECI). The complaint about this matter was made by advocate Hemant Kumar, an expert in administrative matters. In fact, the HCS passed out in 2020 has been given the responsibility of the Returning Officer (RO).

While in the Haryana Government order, it is clearly mentioned that there should be 5 years to 15 years of service for the post of SDM, or an Integrated Autism Service can be appointed with 4 years of service in SDM, that is, they should be given. election duty responsibility.

SDO(C) – Only SDM becomes RO

As of today, 18 HCS batch of 2020 in Haryana, ie officers with less than 5 years of service, currently posted as SDO (C) – SDM in 18 divisions of the state, are taking care of the responsibility of RO of the assembly seats that come under them saying that we have just received the complaint. It was only after that that the government was asked to take action in this matter.

These are the HCS officers about whom questions of appointment are being raised.

HCS officials whose election duty is being questioned include Mohit Kumar (Narnaund), Harbir Singh (Hisar), Jyoti (Israna), Amit Kumar-Second (Sonipat), Mayank Bhardwaj (Ballabhgarh), Jai Prakash (Radaur) , Ravindra Malik (Beri ), Prateek Hooda (Tohana), Amit Mann (Badkhal), Amit (Samalkha), Ramit Yadav (Nangal Chaudhary) Amit Kumar-III (Kanina), Ajay Singh (Kaithal), Rajesh Kumar Soni (Gharaunda) , Aman Kumar (Pehova), Gaurav Chauhan (Panchkula), Naseeb Kumar (Ladwa) and Vijay Kumar Yadav (Kosli). A complaint has also been sent to the Commission regarding their posting.

Hisar’s new SDM is also from the 2020 batch.

An order by the Chief Secretary’s Personnel Department, Government of Haryana on the instructions of the Election Commission of India (ECI) has appointed Harbir Singh, a 2020 batch HCS officer, to the post of Sub-Divisional Officer (Civil) ie SDO (Civil) also known as SDM, Hisar Used, before this batch of 2013 HCS Hisar SDM Jagdeep Dhanda was used. Because of his political connections, he has been transferred on the instructions of the Commission.

This system of CS got stuck in trouble

Administrative affairs expert and High Court advocate Hemant Kumar said that about 4 years ago in October 2020, the order for allocation of HCS cadre number was issued by the then Chief Secretary of the State Vijay (CS) Vardhan, which is currently in force. Because so far this new order has not been published.

In accordance with the order, the positions of the SDO (Civil) ie SDM have been clearly identified for officers with Advanced Grade and Selection Grade ie 5 years to 15 years of HCS service.

Transfer posting is required for election duty

Hemant said there is no doubt that the state government (CM) does not have the power to transfer the posting of HCS officers. But the administrative principles need to be followed, so that no question of any kind arises on the transfer of mail.

If the HCS Cadre Determination Order clearly states that only officers with a minimum of 5 years of HCS service are considered eligible for the post of SDO (C)/SDM, then it should be strictly followed.

Particularly, in view of the general Assembly elections, such HCS officers posted in the state divisions have been designated as Returning Officers by the Election Commission of India. In view of this, a written complaint has been sent to the Election Commission of India and the Chief Electoral Officer, Haryana.
