Most of the 11,656 panchayats in the country were to be brought in the electronic model. But the whereabouts of the computers distributed to the panchayats during that period is not known. Panchayats certainly purchased computers with their own money, but did not hire staff.

The secretaries posted in most panchayats do not know how to operate computers. In such a situation, private operators upload peon data somewhere.
