As of January 2024, Canada is home to more than 3,600 recreational cannabis retail stores and this number is increasing annually with one store for every 10,000 Canadians. The retail sector has been facing multiple challenges and certainly one of them is the excess of shops in smaller communities. Too many retailers compared to cannabis users. The consumption of cannabis has remained relatively the same, while multiple retailers and online sales forces compete for this market.

Failures within the retail field are not surprising, as Tokyo Smoke has closed multiple stores, and the profit margins of most stores remain small and diminish over time. Mass closings can occur within some provinces such as Ontario where there are situations of multiple retailers located next to a competitor. Huge amounts of revenue have been collected by provincial governments while these shops remain open to all possible financial fluctuations.

The black market remains healthy and profitable. An excuse to legalize a pool was to challenge the illegal sale of pot and make it difficult to sell this pool outside of legal means. 22% of Canadian pot smokers get their supply from the black market. They say the pot tastes better and is a little less expensive. Managing legal funds is costly and this cost is passed on to the customer. With gummy sales growing, the cost of controlling through legal means is difficult and costly as well.

It seems that the government may need to rethink its policy regarding cannabis and the possibility of legalizing other types of illegal drugs in the future. A whole lot of imagination exists within the policy network where old-fashioned prejudice towards addiction and the use of narcotic drugs is seen as criminal and threatening to society. While the number of traffic stops due to drivers under the influence of narcotics continues to grow, and the use of drugs by the young generation continues to be a problem. A solution to the problems of our society will never come from today’s authorities.
