Guwahati: A new standard operating procedure for ADRE has now been implemented regarding searching candidates before admitting them to exam centres. This is a comprehensive protocol directed by the home and political department to limit the entry of unintended items, most of all, electronic devices and of course the cheating material, thereby providing every candidate with a test-friendly environment.

Under this new SOP, candidates are required to follow certain guidelines regarding the items they will carry to the exam center. Such items are determined by SEBA, the testing agency and recruitment commissions at the state level for Grade III and Grade IV posts. Candidates may be asked to remove items such as headdresses, footwear, jewelry and accessories, with special emphasis on those that can be inspected in case of suspicion.

According to the SOP, police personnel should be assigned to each center to scan the candidates, with the candidates and candidates respectively located in the various designated areas. Candidates will be screened in partitioned areas covered by curtains to ensure privacy. The search will be comprehensive; Manual pat down searches conducted by officers of the same sex and even the use of handheld metal detectors. Candidates will be asked to empty their pockets and throw their belongings into designated trays for scanning.

The police officers will seize the unauthorized materials – equipment or copying material. If any electronic device or cheating material is detected, for further action the person may be prevented from entering and follow up with a report to higher authorities. The SOP also elaborates on procedures relating to cases of violation. If a candidate refuses to be searched, they will make her sign an undertaking and send her to a more thorough examination in another room.

The new SOP brings light on dignity and respect during the inspection process, with all employees receiving training to ensure thoroughness without being unprofessional. CCTV will be set up where there is cover to record interactions except for women’s booths to maintain privacy. An officer is appointed in each center to handle any complaint related to the coverage procedure.
