NEW DELHI: The Modi government cabinet has received the report of the high-level committee formed by former president Ram Nath Kovind’s committee on “One Nation, One Election”. The committee, headed by former President Ram Nath Kovind, submitted its report to President Draupadi Murmu in March this year.

Union Home Minister Amit Shah, former Congress leader Ghulam Nabi Azad, former chairman of the 15th Finance Commission NK Singh, former general secretary of Lok Sabha Dr. Subhash Kashyap, Senior Advocate Harish Salve and Chief Vigilance Commissioner Sanjay Kothari were present. In addition, the Minister of State for Law (Independent Charge) Arjun Ram Meghwal and Dr. Niten Chandra included them in the committee as special guests.

What are the recommendations in the report?

The committee’s report on ‘One Country, One Election’ has made recommendations for holding the Lok Sabha, Assembly, Municipal Corporation and Panchayat elections simultaneously. The report suggested that the elections should be held in two stages. In the first phase, elections are held for the Lok Sabha and state assemblies, while in the second phase, the elections for municipalities and panchayats are held. There should be coordination in the manner of holding municipal and panchayat elections within 100 days of the first phase elections.

How much money will be saved if elections are held at the same time?

According to 2018 estimates, if Lok Sabha and Assembly elections are held separately, the burden of 10 thousand crore rupees will fall on the government treasury. A report by the Center for Media Studies on the 2019 Lok Sabha elections estimated the figure at between Rs 10,000 and 12,000 crore, but if these elections were held simultaneously, the figure would drop to Rs 4,500 crore. This means that holding elections at the same time will save around 5500 crore rupees.

Where does the Electoral Commission spend?

Whether it is a Lok Sabha election or an assembly election, the Election Commission has to face many kinds of expenses. These include deployment of officers and armed forces, establishment of polling stations, procurement of Electronic Voting Machines (EVMs) and arrangement of other necessary equipment. Apart from this, expenditure is also spent on conducting awareness programmes.

Of these, buying EVMs is a huge expense. The Electoral Commission (EC) has to pay its officers and volunteers for their electoral work. Officers are paid for training and travel. In addition, the Electoral Commission also conducts videography of the election campaign and voting process of political parties, which further increases the cost. According to the EC’s latest order (March 22), the president will be paid Rs 350 per day and polling officers Rs 250 per day.
